Step 1 — Confirm the payer after the welcome call (Priority: P1)

Act: Confirm payer
Navigate: https://sp-dev.fly.dev/admin/financial/payer/` as superuser
Act: Search the applicant email and open the active row
Navigate: Application detail as Enrollment Admin
Act: Read the Confirm payer card. Do not look for an enrollment screen — none is on this page.

Act: Mark scheduled on Welcome call if needed. Read Confirm payer.

Navigate: Reload the application detail. Then Payers admin for that email.
Act: Reload once. Do not create a payer by hand.


You're done when
Given an accepted applicant with a recorded tuition payer and a recorded welcome call, When the admin confirms the payer, Then the payer on the application is confirmed before enrollment opens.
The card reads Confirmed with a date and time. The Confirm payer button is gone. Status history has a new row for this change, By the Enrollment Admin. There is still no Open enrollment button. Payers for that email: still one active Self payer (same row as before the click). The $40 order’s Payer field is still empty.
Payer type is Self. Learner profile is that applicant. Active is checked. Organization name is empty. There is not a second active payer. Confirm did not add a row.
Before confirm, the card reads Not confirmed (or No payer to confirm). It does not read Confirmed. After US1-1, the same card reads Confirmed. The automated check is the proof that enrollment stays closed until payer_confirmed_at is set.
The card reads No payer to confirm. There is no Confirm payer button. Payers search for that learner finds no active Self payer.
Welcome call offers Mark scheduled. The Confirm payer card is not on the page. After Mark scheduled, the confirm card appears.
