Step 1 — Confirm a paid, finished learner (Priority: P1)

Navigate: enrollment.admin@lsu.edu / *(sp-dev superuser password)* → SP17-READY detail (QA Tools box link, or pipeline Ready Learner)
Act: Read the card. Click Confirm completion.
Navigate: certificate.ready@example.com / TestPass123! → My Certificates, then Documents
Act: Read both pages.

You're done when

Given the graduation fee is paid and the requirements are met, When an enrollment admin confirms completion on the learner in the dashboard, Then the learner is marked complete. Before: Requirements met · Graduation fee Paid. After: redirect to the detail, flash Completion confirmed., card Marked complete · <date time>, no Confirm completion button. Reload keeps the same time. Documents: Application documents says No application documents are on file yet. My Certificates: Certificate complete is present. ⚠️ That is SP-17 (DLOW-298), which landed after this story. The learner-facing half of this criterion is superseded, and its test fails on sp-dev.

Step 2 — Refuse confirmation when the fee is unpaid (Priority: P1)

Navigate: Enrollment Admin → SP15-ELIGIBLE detail (pipeline Graduation Eligible)
Act: Click Confirm completion.

You're done when

Given the graduation fee is unpaid, When an enrollment admin tries to confirm, Then completion is refused and the learner is not marked complete. Before: Requirements met · Graduation fee not Paid. After: URL ends ?confirm_completion=refused, flash Completion is refused because the graduation fee is unpaid., card banner Completion was refused. Requirements must be met and the graduation fee must be Paid. No Marked complete. Button still present. A Paid graduation-fee order whose label becomes Refunded raises the same message as a missing fee. No GraduationRecord.graduated_at is written.

Step 3 — Refuse confirmation when requirements are not met (Priority: P2)

Navigate: Enrollment Admin → SP17-READY detail
Act: Click Confirm completion.
Navigate: Enrollment Admin → SP15-WAITING detail (pipeline Graduation Waiting)
Act: Click Confirm completion.
