Step 1 — See the certificate as complete (Priority: P1)

Navigate: Log in as certificate.complete@example.com / TestPass123! → https://sp-dev.fly.dev/accounts/certificates/`
Act: Read the Certificate progress card. Do not open a second page.


You're done when
Given an enrollment admin has confirmed completion, When the learner views the certificate progress place, Then they see the certificate as complete.
The certificate name Paralegal Studies Certificate is there. The meter still shows 100% of requirements. The words Certificate complete are on the page. There is no confirm button and no certificate file to download.



Step 2 — Stay unfinished until the admin confirms (Priority: P1)
Navigate: Log out. Log in as certificate.unfinished@example.com / TestPass123! → https://sp-dev.fly.dev/accounts/certificates/`
Act: Read the Certificate progress card.
Navigate: Log in as certificate.ready@example.com / TestPass123! → https://sp-dev.fly.dev/accounts/certificates/, then https://sp-dev.fly.dev/accounts/payments/
Act: Read both pages.
Navigate: https://sp-dev.fly.dev/accounts/certificates/ as certificate.complete@example.com`
Act: Reload the page
Navigate: My Certificates as certificate.complete@example.com
Act: Read the page. Click Seed now afterward to put the confirm back.
Navigate: My Certificates as certificate.unfinished@example.com
Act: Read the page
Navigate: Enrollment Admin → application SP17-COMPLETE (https://sp-dev.fly.dev/dashboard/applications/<pk>/), then My Certificates as the confirmed learner
Act: Read Confirm completion on the application. Read My Certificates.

You're done when
Given confirmation has not happened, When the learner views the same place, Then it does not say complete.
The meter shows 33% of requirements. The words Certificate complete are not on the page. The confirmed learner’s name is not on this page.
My Certificates shows 100% of requirements and does not say Certificate complete. Payments shows SP17-GRAD-READY Paid $35.00.
Certificate complete is still there on that first place. No extra step was required.
The words Certificate complete are gone. After Seed now, they are back for this login only.
