Step 0 — Unpaid cart ready for checkout (Priority: P1)

Learner: Log in as applicant@example.com / TestPass123!.
Learner: Open Review cart — one line $649.00, Continue to payment visible.
Learner: Open My Enrollments — no section enrollments yet.
Learner: Open Payments — APP- $40 order only; no Completed TUITION- order.

You're done when

Review cart shows $649.00 due. My Enrollments is empty. No completed TUITION- order in Payments.

Step 1 — Payment page before charging (Priority: P1)

Learner: On Review cart, click Continue to payment.
Learner: Wait for the secure card form. Read Pay with a card for this fee. Your card is not saved.
Learner: Confirm Pay tuition is present. No Affirm option, no save-card control.

You're done when

Given an amount due, When the learner reaches payment, Then they enter a card for this fee, the card is not saved, and Affirm is not offered. One line shows PLG-LRW-201 and $649.00. Total: $649.00. Pay tuition and the card form are visible. No Affirm and no save-card control.

Step 2 — Declined card does not enroll (Priority: P1)

Learner: Enter decline card 4000 0000 0000 0002 → click Pay tuition.
Learner: Confirm message Your payment was declined. You can try again with the same or a different card. Cart line and Total: $649.00 remain. Pay tuition is enabled again.
Learner: Open My Enrollments — still You do not have any section enrollments yet.
Learner: Open Payments — no Completed TUITION- order.

You're done when

Given a declined card, When the learner retries, Then no enrollment is created until a charge succeeds. After decline, My Enrollments is still empty and there is no Completed TUITION- order. Checkout still shows the cart at $649.00 with Pay tuition enabled.

Step 3 — Successful payment enrolls (Priority: P1)

Learner: On checkout, pay with 4242 4242 4242 4242. Wait until the page reloads.
Learner: Confirm Your tuition payment of $649.00 succeeded. You are enrolled. with View my enrollments.
Learner: Open My Enrollments — Legal Research & Writing Enrolled and Paid.
Learner: Open Payments — Completed TUITION- order $649.00 plus earlier APP- $40.

You're done when

Success message shows $649.00 paid and enrolled. My Enrollments lists the section Enrolled / Paid. Payments has one Completed TUITION- order. Enrollments admin has one row for this learner.

Step 4 — Staff share checkout link (Priority: P1)

Enrollment Admin: Open pipeline → find applicant@example.com → open application detail.
Enrollment Admin: Find Tuition checkout. Read Send this link so the learner enters their own card. Do not key a card here. Copy the Checkout link address.
Enrollment Admin: Confirm the application page has no card field and no Pay tuition button.
Learner: Open the checkout link as the learner — same heading, line items, and payment copy as Review cart → Continue to payment.

You're done when

Given a staff member helping by phone, When they help the learner pay, Then they send the same checkout link and do not key a card. Staff card says not to key a card. Checkout link is https://sp-dev.fly.dev/accounts/applications/checkout/`. Learner checkout matches the learner-opened payment page.
