Step 0 — Seed completion demo (Priority: P1)

  1. Enrollment Admin: Run completion seeds in QA Tools (confirmation links to SP17-READY, SP15-ELIGIBLE, SP15-WAITING).
You're done when

Step 1 — Confirm when ready (Priority: P1)

  1. Enrollment Admin: Open SP17-READY → card Requirements met · Graduation fee Paid → Confirm completion.
  2. Enrollment Admin: Flash Completion confirmed., card Marked complete · date/time, button gone. Reload keeps same time.
  3. Learner: certificate.ready@example.com → My Certificates — see SP-17 v2 for learner-facing complete state.
You're done when

Step 2 — Refuse when fee unpaid (Priority: P1)

  1. Enrollment Admin: SP15-ELIGIBLE → Confirm completion.
  2. Enrollment Admin: URL ?confirm_completion=refused, flash Completion is refused because the graduation fee is unpaid., banner Completion was refused…, no Marked complete, button remains.
You're done when

Step 3 — Refuse when requirements unmet (Priority: P2)

  1. Enrollment Admin: SP15-WAITING → Confirm completion → flash requirements-not-met refusal, no Marked complete.
  2. Business Office: SP17-READY detail → 403 Not available for your role (confirm is Enrollment Admin only).
