Step 0 — Tuition paid and enrollment exists (Priority: P1)

Learner: Open My Enrollments — Legal Research & Writing shows Enrolled and Paid.
Learner: Open Payments — one Completed order starting with TUITION- for $649.00.
Enrollment Admin: Open pipeline → applicant@example.com → application detail. Enrollments card has one Enrolled row linked to the TUITION- order.

You're done when

Learner is enrolled and paid. Staff Enrollments card shows one row. TUITION- order is Paid on Fees.

Step 1 — Learner enrollment view (Priority: P1)

Learner: Open My Enrollments — Section enrollments lists Legal Research & Writing, status Enrolled, Paid badge present. You do not have any section enrollments yet is gone.
Learner: Open checkout (https://sp-dev.fly.dev/accounts/applications/checkout/`) — success message still shows; no second card form asking for another payment.
Learner: Reload checkout — still shows succeeded state, not a fresh unpaid cart.


You're done when
Given a confirmed tuition charge for the sections on the cart, When the charge succeeds, Then the learner is enrolled in each of those sections and each enrollment shows that the charge was paid.
My Enrollments lists Legal Research & Writing Enrolled with Paid badge. Reloading checkout does not create a duplicate charge prompt. Still one enrollment and one TUITION- order.



Step 2 — Staff enrollment and fees (Priority: P1)
Enrollment Admin: On application detail for applicant@example.com, read Enrollments — one row Legal Research & Writing, Enrolled, order number matches the TUITION- order from Step 0.
Enrollment Admin: On Fees, find the TUITION- order — status Paid, amount $649.00, Payer names a payer (not —), Processor reference shows a charge id (not —).
Enrollment Admin: Under that order, Invoices shows — (no invoice attached — payment history only, not a tax file).
You're done when
Given a confirmed tuition charge, When it is stored, Then the payment history keeps the learner, the payer, the fee, and the processor reference needed for the 1098-T file.
Enrollments card matches My Enrollments. Fees shows Paid $649.00 with payer and processor reference. Invoices is —. Payments shows the same Completed TUITION- order plus APP- $40.



Step 3 — Failed charge reference (Priority: P2)
Learner (before paying): On an unpaid cart, a declined card leaves My Enrollments empty and Fees shows no Paid TUITION- order.
Learner (after paying): Once Step 1 passes, a failed *second* attempt is not part of this story — the cart is already closed.
You're done when
You can state: failed or unfinished tuition charges do not show the learner as Enrolled / Paid; only a Completed TUITION- charge creates enrollment (verified in SP-08 v2 Step 2 vs Step 3).
